1. The Congo was a former Belgian colony. During this period, the colonists created two separate tribes: the Hutus and the Tutsis. To what extent are the Belgians responsible for the present-day civil war (and the mass killings of the Tutsis during the mid-1990's)?

2. Should Belgium intervene?

3. Should the United Nations provide assistance, and/or intervention?

4. To what extent should former imperial, European states help out their former colonies?
